The Ministry of Magic – Step into the Wizarding World’s seat of power

The Harry Potter Ministry of Magic set is the largest and most ambitious construction at Warner Bros. Studio Tour London. Spanning over 30,000 square feet, this set recreates the cold, Victorian-inspired bureaucracy where Harry faced his disciplinary hearing and the golden trio staged their daring Polyjuice infiltration.

Where is it located?

The Ministry of Magic set is a centrepiece of the indoor soundstages at the Warner Bros. Studio Tour London – The Making of Harry Potter, located in Leavesden.

How to access?

Access to the Ministry of Magic is included in your standard Studio Tour admission. You will naturally encounter this massive installation as you follow the self-guided path through the studio’s authentic film sets.

Things to know before booking Ministry of Magic tickets

  • Included in general admission: You do not need a separate ticket specifically for the Ministry of Magic; it is a permanent feature of the standard Studio Tour.
  • Time allocation: Because of the sheer scale of the Atrium and the density of props (like the 1,000+ hand-painted kitten plates), allow at least 20–30 minutes just for this section.
  • Accessibility: The set is fully accessible to wheelchair users, with flat, level flooring throughout the Grand Atrium.

Grand Atrium

Walk through the largest set ever built for the franchise. Marvel at the towering green columns and the immense scale designed to make individual wizards feel small and insignificant.

Floo Network fireplaces

Stand beside the massive, 9-meter-tall fireplaces. These served as the magical commute stations for Ministry employees, appearing to roar with green flames in the films.

Dolores Umbridge’s office

Step into a sea of pink. This office features the famous "moving kitten" plates and lacy furnishings that mask the sinister nature of the Undersecretary to the Minister.

Ministry employee desks

See where the magic of bureaucracy happens. The desks are cluttered with enchanted typewriters, self-folding origami memos, and various magical gadgets used by background characters.

Statue of Magical Brethren

Originally located in the centre of the fountain, this gold-leafed prop depicts the idealised (and often contested) unity between wizards, goblins, and centaurs.

Propaganda posters and notices

Look closely at the walls to see "Undesirable No. 1" posters and Ministry decrees that changed as Voldemort’s influence grew over the government.

Courtrooms

Visit the site of Harry’s Wizengamot hearing. The high stone walls and heavy chains evoke a sense of dread and the weight of wizarding justice.

Authentic costumes and props

View the real outfits worn by Arthur Weasley and Lucius Malfoy, alongside the heavy locket Horcrux that played a pivotal role in the Ministry heist.

‘Magic is Might’ statue

A chilling centrepiece from the later films, this statue shows wizards literally crushing Muggles beneath them, symbolising the dark regime’s rise to power.

The filmmaking magic behind the Ministry of Magic

  • Dynamic lighting: Programmable lighting was used to shift the Grand Atrium’s atmosphere between daytime bureaucracy and nighttime tension, enhancing the towering architecture and creating dramatic visual moods for key scenes.
  • Reflective tile surfaces: Thousands of high-gloss green and black tiles were custom-made to reflect light and movement, helping cinematographers capture polished, mirror-like shots that amplified the ministry’s power and precision.
  • Practical effects: The fireplaces were designed with real flame, smoke, and synced sound effects, allowing actors to physically use them on set while seamlessly blending with CGI for believable magical travel scenes.
  • Echo and sound design: Acoustic materials and layered ambient audio of echoing footsteps, fluttering memos, and murmurs were used to mimic the sound of a vast, bureaucratic building filled with magical movement and quiet tension.
  • Forced perspective scale: Oversized columns and arches were built using forced perspective to exaggerate the Atrium’s scale on camera, reinforcing the Ministry’s intimidating size.
  • Mechanical set pieces: Functional lifts, moving memos, and enchanted office items were built with hidden mechanics, allowing real interaction on camera and giving the set a living, working environment feel.

Get directions

  • Keep an eye out for staff demonstrations; they occasionally show how the Magic is Might statue was sculpted or how the Floo Network smoke effects were achieved.
  • Some props activate on timers or motion sensors. Wait a moment by enchanted typewriters or memos to catch small, clever movements that bring the environment to life.
  • Large spaces like the Atrium can sound echoey during peak hours. For a quieter and more atmospheric visit, aim for early morning or late afternoon slots.
  • Propaganda posters and Ministry decrees are full of fine print and hidden nods. Look closely—some include clever in-universe jokes added by the graphic design team.
  • If you enjoy behind-the-scenes detail, staff can explain how perspective tricks make the set feel taller or how practical effects were engineered into desks and fireplaces.
  • The glossy green tiles and dark surfaces reflect light dramatically, so plan photos carefully to avoid glare, background distractions or capturing your own reflection by accident.
